Overview
When a customer transfers their license- or usage-based subscriptions to a new Microsoft partner, these subscriptions are not automatically deactivated in Work 365. Because Microsoft’s Partner Center synchronization excludes data for subscriptions that have been transferred away, Work 365 will continue billing unless action is taken.
Why This Happens
During nightly syncs, Partner Center only returns active subscriptions tied to your partner tenant.
Subscriptions transferred to another partner tenant are no longer visible in your tenant, and thus excluded from the sync.
Work 365 assumes the subscriptions are still active and continues billing the customer.
Solution
To prevent unnecessary billing for transferred-out subscriptions, enable the Deactivate Missing Subscriptions setting in Work 365.
Enable the Deactivate Missing Subscriptions Setting
✅ Go to Work 365 > Admin Hub
✅ Navigate to Subscription Management
✅ Locate the setting labeled Deactivate Missing Subscriptions
✅ Set the value to Yes
Once enabled:
✅ Work 365 will automatically deactivate any subscription missing from Partner Center during the next sync.
â›” These subscriptions will be removed from the Billing Contract, stopping all future billing.

✅ This feature is strongly recommended for tenants managing large volumes of CSP subscriptions.
Review subscription statuses regularly to avoid unintentional deactivation caused by:
Partner Center API latency
Temporary sync issues
Ensure only authorized users can modify this setting.
